I think that you have to consider the song, not necessarily the artist. There are pleny of artists who make a name for themselves under some genre, but also have other types of music.
A couple of examples: Sugar Ray - They became popular with their Every Morning Pop stuff, but if you listen to their first CD, they are pretty hard rock. No Doubt was a good ska / punk whatever-you-wanna-call-them band, but later released a "sell-out" Pop album (Hey Baby, Hey Baby; whatever the song is called).
These are just a couple of examples that I think of right off the top of my head. I'm no music expert, just commenting on my observations.
I, too, heard OutKast on AltNation this morning and the song they played was kind-of Progressive Alternative Rock (I say progressive meaning new or evolved). I wouldn't call that song Rap and someone listening to that song on a Rap / Hip Hop stream would probably be saying "WTF".
