Default Problem with PAC AAI-NIS

I have my starmate replay playing through a pac aai-nis in my 2006 nissan frontier with the rockford fosgate radio. The volume is substantially lower when using the pac adapter than throught a fm station. I know its not my starmate because I used to have it going through an aux input on my alpine unit in my old vehicle. I did try turning off the fm transmitter and it didn't make a difference on the audio output. Its so much lower that I need to turn it up to, say 20 to equal 14 of my cd's or radio. By doing this, it seems my sub output is a lot lower at the "higher" volumes. Do you think I have a defective PAC adapter, or is this just the nature of the beast? Thanks.
