WASHINGTON - Daylight-saving time would start three weeks earlier and run through Halloween under a change included in an energy bill approved Thursday by the House.

The energy legislation was expected to be passed by the Senate, probably Friday, and sent to President Bush.

The time change is supposed to save energy because people have more daylight in the evening and do not have to turn on lights.

The House had approved a two-month extension — one in the spring and the other in the fall. But that was scaled back after airline officials complained that the extension would cause problems with intentional flight schedules.

Farmers said the change would adversely affect livestock.

Some senators also questioned how much actual energy savings would be achieved.

"We ought to take a hard look at this before we jump into it," said Sen. Larry Craig (news, bio, voting record), R-Idaho.

The bill calls for a study into energy savings from daylight-saving time.

Reps. Edward Markey, D-Mass., and Fred Upton, R-Mich., agreed to scale back their original proposal.

The revised plan would begin daylight-saving time three weeks earlier, on the second Sunday in March and extend it by one week to the first Sunday in November. The extension would begin in March 2007.

Upton noted that the extension means daylight-saving time will continue through Halloween, adding to safety.

"Kids across the nation will soon rejoice," he said, as they get another hour of daylight trick-or-treating.

"The beauty of daylight-saving time is that it just makes everyone feel sunnier," Markey said

I'm all for the extra daylight savings time too. But I was disappointed to see the Republicans pass an energy bill so rooted in socialism. I'd much rather see competitive grants awarded to oil companies seeking to develop new technologies, than subsidies. That's just un-American.

Hell, pump the stuff out of the ground. The faster the oil is all gone, the quicker we can move on to smarter sources of energy.

What are these people thinking?! What kid wants to trick-or-treat while it's still light out? Sorry kids, but my door is staying shut til night fall regardless. Otherwise it won't be as fun to scare you!

So did they only add a week on in the fall? And three weeks in spring? I'm wondering how this is going to affect the kids that have to be at school super early. I know there was mention of it would be putting some kids walking to the bus stop while it's still dark. Around here, all the elementary schools will be starting first, followed by middle and high schools both at later times.

I think they should leave well enough alone. I am with you soapdeli, who the hell wants to trick or treat in broad daylight. Freaking MORONS!!! Why do these people have to try to fix shit that isn't broken.

Alot of places in my area went to trick or treating during daylight hours as a "safety" measure. Some even do it on the weekend regardless of date.

yip.....luckily our town kept it after dark though we never actually have it on Halloween....it's usually a few days early.

I'm going to echo what playboy bunny and DAB said, why screw with something that is just fine. It may save a little energy, but don't screw with something that has been the same for decades. ESPECIALLY TIME.

Yeah, I agree. Yet another example of the "fun police" coming in and making the world a safer place. While we're at it, let's rename Halloween to Pansyween and force everyone to carve smiley faces on their pumpkins and wear Disney only character costumes. Jesus, I'm surprised there's not a law stating kids have to wear their bicycle helmets 24/7.

I would absolutely hate to be a child growing up in today's PC world.
